Settlement finality

By · Last updated

Settlement finality is the point at which a transfer of funds becomes irrevocable and unconditional. After that point it cannot be unwound, even if the sender becomes insolvent.

How it works

The CPMI defines final settlement as the irrevocable and unconditional transfer of an asset or discharge of an obligation. It is a legally defined moment. On Fedwire, a transfer is final and irrevocable once the Federal Reserve processes it. Real-time gross settlement systems settle payments one by one.

In the EU, the Settlement Finality Directive makes transfer orders irrevocable once entered into a covered system. Those orders remain enforceable against third parties if a participant becomes insolvent. The aim is to limit systemic risk from one participant's failure.

For payment firms, finality decides when incoming money is truly yours to use. Card collections and bank transfers can reach finality at different points from the payout leg. Remitly flags the risk of paying out before customer funds are assured. Releasing payouts against non-final funds creates credit and fraud exposure.

Example

Illustrative example: A firm receives a $250,000 Fedwire transfer at 10:00 ET. It is final once processed, so the firm uses it to fund payouts at once. A $250,000 card collection made the same day will not settle for two days. The firm treats only the wire as final cover.

Frequently asked questions

Why does finality matter if payments rarely fail?

Because a rare failure can be large. Paying out against non-final funds means you carry the loss if the inflow is reversed or never arrives. Remitly flags this risk in its filings.

Does every payment system offer finality?

Each system defines finality in its rules and governing law. Fedwire transfers are final once processed. Systems covered by the EU directive have legal protection on insolvency. For other rails, check scheme rules and contracts.
