USD to GHS: funding and paying out in Ghana
US providers send dollars to a Ghanaian universal bank's nostro account, where the settlement bank converts them the same day into cedis for a local settlement account, and agents pay out to mobile money wallets, bank accounts or over the counter, with GIP running 24/7. The main prefunding constraint is that the cedi settlement account can only be funded by converting those forex flows unless the payout agent has a funding arrangement with its settlement bank, so payout capacity follows dollar arrivals on US business days.

Prefunding this corridor
- IMTOs settle in local currency through a designated settlement account held by a universal bank, and must have remittance forex proceeds credited to that bank's nostro account for same-day conversion. source
- The settlement bank must credit the PSP's local settlement account with the cedi equivalent within 24 hours, and all terminated funds must be reconciled and matched within 72 hours. source
- The local settlement account can only be funded by converting forex flows from the partner bank's nostro, unless the PSP has a funding arrangement with the settlement bank, repaid from the settlement account after conversion. source
- A PSP can use at most three partner banks for inward remittance terminations, and where an MTO runs a hub or aggregator model it terminates traffic only from the country where the MTO is licensed unless the Bank of Ghana approves otherwise. source
- IMTOs cannot act as custodians of funds or hold client money on behalf of customers. source
- Federal Reserve holidays close Fedwire and FedACH, so USD funding of foreign payout accounts by wire stops on those days. source
- Since 1 January 2026 a 1% federal excise tax applies to remittances from the United States when the sender pays in cash, by money order, cashier's check or a similar physical instrument. Providers collect it, make semimonthly deposits and file quarterly returns. source

- Bank of Ghana (PSP inward remittance guidelines, August 2025): Sets the rules for Enhanced Payment Service Providers that terminate remittances into wallets and accounts with partner MTOs, including settlement accounts, reconciliation and reporting. source
- Bank of Ghana and Securities and Exchange Commission, Ghana: Co-regulators under the Virtual Asset Service Providers Act, 2025 (Act 1154), passed by Parliament on 19 December 2025; providers of virtual asset services must be licensed or registered. source
- FinCEN (origin side): Each money services business must register with the US Treasury on FinCEN Form 107 within 180 days of being established and renew every two years. source
- State money transmitter regulators (origin side): Money transmission is licensed state by state. At the end of 2024, 49 states, the District of Columbia and Puerto Rico managed MSB licences on NMLS, and 599 companies held 8,858 money transmitter licences. source
