USDC on Base: contract, finality, fees and monitoring
USDC on Base is Circle's natively issued dollar token on Base, a layer 2 that posts its transaction batches to Ethereum, holding 4.30 billion USDC on 27 October 2026. Base preconfirms transactions in about 200 milliseconds and seals blocks every 2 seconds, with full finality once the batch on Ethereum is finalised (about 20 minutes); fees combine an L2 execution fee and an L1 data fee, and balances can be read with balanceOf at the 'safe' or 'finalized' block tag or through indexed APIs.

The token
- Circle issues native USDC on Base at 0x833589fCD6eDb6E08f4c7C32D4f71b54bdA02913 and calls it the official form of USDC for the Base ecosystem; the earlier bridged token USDbC (0xd9aAEc86B65D86f6A7B5B1b0c42FFA531710b6CA) is a separate token bridged from Ethereum. source
- As of 27 October 2026, Circle's public supply API shows 4,303,303,162 USDC on Base. source
- Circle publishes a monthly third-party assurance report on USDC reserves from a Big Four accounting firm, prepared under AICPA attestation standards, and discloses reserve holdings weekly. source
- Most of the USDC reserve is held in the Circle Reserve Fund (USDXX), an SEC-registered 2a-7 government money market fund managed by BlackRock; the remainder is held in cash, mostly at large banks. source
- Only holders of a Circle Mint account can redeem USDC directly with Circle, at 1 USD per 1 USDC less any applicable fees, after completing Circle's KYC. source
- Base is CCTP domain 6 in Circle's Cross-Chain Transfer Protocol, which moves USDC between supported chains by burning on the source chain and minting on the destination. source
The chain: finality and fees
- Base includes a transaction in a preconfirmation block (Flashblock) in about 200 milliseconds, with a reorg probability Base puts below 0.001%. source
- Base's sequencer builds the transaction into an L2 block in about 2 seconds; Base reports only one L2 block reorg in its history. source
- A batch containing the transaction is posted to Ethereum in about 2 minutes, and Base reports there has never been a reorg of L2 blocks batched to Ethereum. source
- A Base transaction reaches L1 batch finality in about 20 minutes, once the Ethereum batch containing it is older than 2 epochs (64 L1 blocks). source
- Every Base transaction pays an L2 execution fee, which rises and falls with L2 demand, and an L1 security fee for publishing it to Ethereum; Base says the L1 fee is typically the larger of the two. source
- Since the Jovian upgrade, Base Mainnet has a minimum base fee of 5,000,000 wei (0.005 gwei), which can be adjusted over time. source
- Only withdrawals from Base to Ethereum wait for a finalisation window: 5 days, or 1 day when TEE and ZK proofs both back the same proposal. source
Issuer controls
- The USDC contract on Base is a FiatTokenProxy whose FiatTokenV2_2 implementation has blacklister, pauser and masterMinter roles and emits Blacklisted, UnBlacklisted, Pause and Unpause events. source
- In Circle's EVM token design, the blacklister role can stop all transfers to or from an address, the pauser role can pause the whole contract (stopping all transfers, minting and burning), and the owner can reassign these roles. source
- Circle's USDC Terms (updated 15 October 2026) reserve the right to block USDC transfers to and from an on-chain address under its blocklisting policy, and to freeze USDC sent to or received from a blocked address. source
- Circle states it can be required to freeze USDC and surrender the associated US dollars if it receives a legal order from a valid government authority, and holders of affected USDC can lose the ability to redeem it. source
Monitoring float on this rail
- Circle Mint credits Base USDC deposits after 12 Ethereum blocks, which Circle puts at around 3 to 9 minutes. source
- For CCTP standard transfers from Base, Circle waits for the Ethereum L1 block containing the batch to finalise, about 65 Ethereum blocks or 15 to 19 minutes; fast transfers proceed after 1 confirmation (around 8 seconds). source
- The 'pending' block tag on Base reflects the preconfirmed block in progress, while 'latest' is the most recently sealed block; 'safe' and 'finalized' follow standard Ethereum behaviour. source
- Base says an Ethereum L1 reorg generally does not reorg Base, because Base can resubmit batch data to Ethereum. source

Frequently asked questions
When is a USDC transfer on Base final?
Base preconfirms in about 200 milliseconds, seals the L2 block in about 2 seconds, posts the batch to Ethereum in about 2 minutes and reaches L1 batch finality in about 20 minutes. Circle Mint credits Base deposits after 12 Ethereum blocks, around 3 to 9 minutes.
Is USDbC the same as USDC on Base?
No. Circle issues native USDC on Base at 0x833589fCD6eDb6E08f4c7C32D4f71b54bdA02913. USDbC at 0xd9aAEc86B65D86f6A7B5B1b0c42FFA531710b6CA is a separate token bridged from Ethereum.
What makes up the fee on Base?
An L2 execution fee that moves with Base demand, with a minimum base fee of 0.005 gwei, plus an L1 security fee for publishing the transaction to Ethereum. Base says the L1 fee is typically the larger part.
Can Circle freeze USDC on Base?
Yes. The Base USDC contract has blacklister and pauser roles, and Circle's terms reserve the right to block addresses under its blocklisting policy. Blacklisted events are public on chain.
