Prefunding USD payouts in Ecuador
Prefunding payouts in Ecuador means holding USD with a payout partner or a local settlement account before transfers are paid, so recipients are paid without waiting for funds to arrive. Payouts run over SPI (Sistema de Pagos Interbancarios) and Pago Directo (real-time transfers). There are 11 weekday bank closures in Ecuador in the next 12 months to fund around. The rules and timings below are the ones that decide how much to hold and when to top up.
Funding rules and timing in Ecuador
- SPI runs in three cuts a day (files before 09:00, 13:00 and 16:45, returned at 09:20, 13:20 and 17:05), so account credits through SPI wait for the next cut. source
- On the national holiday of 3 and 4 November 2025 the BCE received SPI orders only as deferred, did not run its online payment system (SPL) or specialised clearing house (CCE), did not process transfers to and from abroad, and settled 31 October cheque clearing on 5 November. source
- Real-time transfers through BANRED's Pago Directo settle finally at the BCE's specialised clearing house once a day (BCE technical note, March 2024), not transfer by transfer. source
- Ecuador charges the 5% Impuesto a la Salida de Divisas on transfers abroad (2026 general rate), which applies when surplus dollars held in Ecuador are sent back out; transfers are exempt up to USD 1,446 per fortnight in 2026. source
- Since 1 January 2026 the United States has charged a 1% tax on remittance transfers, as the Electronic Fund Transfer Act defines them (transfers that consumers send to recipients abroad), when the sender pays the provider in cash, by money order, by cashier's check or with a similar physical instrument; transfers funded from an account at a US financial institution or with a US-issued debit or credit card are exempt. The sender owes the tax, and the provider collects it and remits it quarterly. source
The rails that spend the prefund
| Rail | What matters for payouts | Source |
|---|---|---|
| SPI (Sistema de Pagos Interbancarios) | Deferred interbank transfers between accounts at different institutions, compensated and settled at the BCE in three cuts a day: files loaded before 09:00, 13:00 and 16:45 are returned at 09:20, 13:20 and 17:05, with further load windows before 11:00, 15:00 and 19:00. | source |
| Pago Directo (real-time transfers) | Real-time interbank transfers that BANRED compensates, with final settlement at the BCE's Cámara de Compensación Especializada once a day (BCE technical note, March 2024). | source |
| Real-time interoperability (Sistema Integrador de Pagos and Red de Pagos Instantáneos) | BCE regulation (Resolution JPRM-2024-029-M, now codified and amended by JPRFM-2026-029-M of June 2026) requires real-time payments between institutions to run 24 hours a day, 365 days a year, with inter-network payments to clear through the BCE's Sistema Integrador de Pagos; until the BCE enables that system, payment networks clear inter-network and intra-network payments themselves and settle at the BCE. | source |
