Peak risk: the Philippines has the densest December calendar in this set. In 2026, banking days are lost on Tue 8 Dec, Thu 24 Dec, Fri 25 Dec, Wed 30 Dec and Thu 31 Dec, plus Fri 1 Jan 2027, so PESONet and PhilPaSSplus run on only a few days between 24 Dec and 4 Jan. InstaPay keeps running, but its per-transaction cap means large payouts rely on PESONet. BSP Memorandum M-2025-028 (12 Aug 2025) excludes nationwide regular and special non-working holidays from BSP essential operations, which include peso RTGS through PhilPaSS; PESONet clearing runs only when BSP performs essential operations. Treat every regular and special non-working day as a non-settlement day for PhilPaSSplus and PESONet. Individual bank branch opening varies. EDSA anniversary (25 Feb 2027) is a special working day, not a holiday. The President can add special days by proclamation at short notice. PhilPaSSplus 24/7 extension was planned for 2026 but not confirmed live.
