Launching payments in Ghana: the stack
Paying out in Ghana means terminating cedis into mobile money wallets, bank accounts or over-the-counter cash through a Bank of Ghana registered IMTO acting via approved agents (banks, specialised deposit-taking institutions or PSPs), with dollars converted the same day at a universal settlement bank and GIP moving funds between banks and wallets around the clock. Senders typically combine a network such as TerraPay, Thunes, dLocal or Onafriq with a universal partner bank such as Ecobank, GCB or Fidelity Bank, plus Ghanaian ID checks.

Licensing: who can pay out in Ghana
- Under the Bank of Ghana's IMTO guidelines (December 2025), an IMTO must register with the Bank of Ghana and hold a home-country IMTO or remittance licence, is restricted to inward, primarily person-to-person remittances, and works through agents that are banks, specialised deposit-taking institutions or PSPs. source
- IMTOs operating before the guidelines took effect had three months to apply for approval, and an agent cannot partner an IMTO that the Bank of Ghana has not registered. source
- Enhanced Payment Service Providers regulated under the Payment Systems and Services Act, 2019 (Act 987) terminate remittances with partner MTOs; where an MTO runs a hub or aggregator model, the EPSP terminates traffic only from the MTO's licensing country unless the Bank of Ghana approves otherwise. source
- Ghana's Parliament passed the Virtual Asset Service Providers Act on 19 December 2025. The Bank of Ghana and the SEC share regulation, and exchanges, custodial wallet providers and brokers must be licensed or registered. source

Funding and prefunding GHS payouts
- IMTOs must have remittance forex proceeds credited to their universal partner bank's nostro account for same-day conversion into the cedi settlement account, and settlement is in local currency. source
- The settlement bank credits the PSP's local settlement account with the cedi equivalent within 24 hours, and all terminated funds must be reconciled and matched within 72 hours. source
- The local settlement account is funded only by converting forex flows from the partner bank's nostro, unless the PSP has a funding arrangement with the settlement bank that is repaid from the account after conversion. source
- A PSP can use at most three partner banks for inward remittance terminations, with settlement accounts operationally distinct from its other accounts. source
- Registered IMTOs cannot act as custodians or hold client monies, and cannot trade forex under the Foreign Exchange Act, 2006 (Act 723). source

Polynopsis turns this into one plan with named approvals, then shows every Ghana partner, bank and wallet in one live position. See how a corridor launch works.
Frequently asked questions
Can remittances be paid into Ghanaian business accounts?
No. The Bank of Ghana's IMTO guidelines bar termination of inward remittances into business or corporate accounts; payouts go to bank accounts, payment wallets or over-the-counter cash.
How fast must dollars become cedis?
Forex proceeds go to the universal partner bank's nostro for same-day conversion, and the settlement bank credits the PSP's cedi settlement account within 24 hours.
Can a Ghana payout partner prefund before dollars arrive?
Only through a funding arrangement with its settlement bank. Otherwise the local settlement account is funded solely by converting forex flows.
Does a foreign IMTO need to register in Ghana?
Yes. It registers with the Bank of Ghana, must hold a home-country licence, and works through approved agents. IMTOs already operating had three months from commencement to apply.
Who regulates stablecoin and crypto businesses in Ghana?
The Bank of Ghana and the SEC, under the Virtual Asset Service Providers Act passed on 19 December 2025. Exchanges, custodial wallet providers and brokers must be licensed or registered.
