Launching payments in Indonesia: the stack
Remittance in Indonesia is a payment service that needs a Bank Indonesia licence, so foreign senders pay out through banks or licensed payment service providers that clear over BI-FAST (24 hours, seven days a week) or BI-RTGS, and non-bank providers need at least 15% Indonesian ownership and 51% domestic voting control. Cross-border payment companies typically use local payout partners such as DOKU, Xendit or Nium, whose Indonesian entity holds a Bank Indonesia licence, OJK-licensed digital asset traders such as Pintu or Indodax for stablecoin conversion, and plan FX around Bank Indonesia's underlying-document rules.

The Indonesia market
- Indonesia received US$17.6 billion in personal remittances in 2025, equal to 1.2% of GDP, up from US$16.0 billion in 2024 (World Bank data, updated 8 October 2026). source
- Personal remittances to Indonesia have grown every year since 2021, from US$9.4 billion in 2021 to US$17.6 billion in 2025 (World Bank). source
- OJK's list of digital asset trading providers as of September 2026 contains 28 licensed digital asset traders, including Tokocrypto, Indodax, Pintu and Reku, plus two digital asset exchanges, two clearing houses and two custodians. source
- QRIS, the national QR code standard, was developed by Bank Indonesia and the Indonesian Payment System Association; Xendit settles QRIS collections T+1 business days, up to IDR 10,000,000 per payment. source
Licensing: who can pay out in Indonesia
- Bank Indonesia Regulation No. 10 of 2025 on the payment system industry (signed 24 December 2025, in force 31 March 2026) replaces PBI No. 22/23/PBI/2020. Anyone acting as a payment service provider (PJP) needs a Bank Indonesia licence, and forwarding fund transfer orders, such as remittance services, sits in activity bundles 1 and 2 (digital and non-digital) and bundle 3 (non-digital only). source
- Under PBI No. 10 of 2025, at least 15% of a non-bank PJP's shares must be held by Indonesian citizens or legal entities and at least 51% of voting shares by domestic parties, with minimum paid-up capital of Rp500 million to Rp15 billion depending on the activity bundle. source
- Since 31 March 2026, non-bank PJPs joining BI-FAST must operate payment accounts and hold at least Rp100 billion in paid-up capital, under PADG No. 3 of 2026 amending the BI-FAST rules. source
- Nium's Indonesian entity, PT Nium Mitra Indonesia, is regulated by Bank Indonesia as a payment service provider for bundling activity category 2 (licence 28/589/Jkt/Srt/B). source
- Crypto trading is supervised by OJK, which took over from Bappebti; its December 2025 whitelist says platforms not on it are not licensed or supervised by OJK, and cites Law No. 4 of 2023 (P2SK), under which operating without the required licence carries 5 to 10 years' imprisonment and fines of Rp1 billion to Rp1 trillion. source

Funding and prefunding IDR payouts
- BI-FAST participants manage cash liquidity in their BI-FAST settlement accounts, and top-ups from BI-RTGS settlement accounts can only be made during BI-RTGS operating hours, so weekend and night payouts depend on balances placed beforehand. source
- BI-RTGS runs 06:30 to 19:00 WIB on its operating days, which caps when rupiah liquidity can move between banks' settlement accounts. source
- Xendit lists a BI-FAST limit of IDR 250,000,000 per transaction; larger payouts go over RTGS with a 2 p.m. Jakarta cut-off. source
- Since 1 July 2026 banks must ensure that spot purchases of foreign currency against rupiah above US$10,000 a month per party have underlying documents, down from US$25,000 (from 2 June 2026), US$50,000 (from 1 April 2026) and US$100,000 under PADG No. 11 of 2024; this matters when converting rupiah back to dollars. source
- Nium notes that transactions above Rp100 million must be reported to the Indonesian authorities with supporting documents on the underlying transaction. source

Frequently asked questions
Do I need a local licence to pay out in Indonesia?
Remittance is a payment service that needs a Bank Indonesia licence under PBI No. 10 of 2025, with domestic ownership and control limits for non-banks. Foreign businesses can work through licensed providers; DOKU, for example, sends IDR payouts for businesses without a local entity and asks remittance platforms that partner with it for a valid remittance licence.
Does BI-FAST run at weekends?
Yes. BI-FAST runs every day, Monday to Sunday, 24 hours a day. Liquidity for it can only be topped up from BI-RTGS during BI-RTGS hours (06:30 to 19:00 WIB), so weekend payouts rely on balances placed in advance.
What is the BI-FAST transaction limit?
Bank Indonesia sets the maximum and participants must publish it; Xendit lists IDR 250,000,000 per BI-FAST transaction. Larger payouts go over RTGS.
Which FX conversions need underlying documents?
Since 1 July 2026, spot purchases of foreign currency against rupiah above US$10,000 a month per party need underlying documents, down from US$100,000 under the 2024 rule. Bank Indonesia also sets the JISDOR reference rate every working day.
Where can stablecoins be converted to rupiah legally?
Through OJK-licensed digital asset traders; OJK says platforms missing from its list are not licensed or supervised, and its September 2026 list has 28 licensed traders, including Pintu, Indodax, Tokocrypto and Reku. Operating without a licence carries prison terms of 5 to 10 years under Law No. 4 of 2023.
