Launching payments in Morocco: the stack
Paying out in Morocco means delivering dirhams through Bank Al-Maghrib-licensed banks or payment institutions such as Wafacash and Cash Plus, by credit to a bank account (RIB), instant transfer of up to MAD 20,000 or cash pickup, under Office des Changes rules that let money transfer bodies abroad hold convertible dirham accounts with Moroccan banks. Cross-border payment companies typically use payout networks such as Thunes, TerraPay, dLocal or Nium alongside bank partners such as Bank of Africa, Al Barid Bank or Attijariwafa bank, price conversion within a band of plus or minus 5% around a 60% euro, 40% dollar basket, and cannot use crypto ramps, which breach exchange regulation.

The Morocco market
- Morocco received US$13.66 billion in personal remittances in 2025, equal to 7.5% of GDP, up from US$12.51 billion in 2024 (World Bank data, last updated 8 October 2026). source
- Transfers from Moroccans living abroad (MRE) reached MAD 122,023 million in 2025, up 2.6% from MAD 118,979 million in 2024 (Office des Changes, provisional). source
- MRE transfers reached MAD 89,215 million at the end of August 2026, up 9% from MAD 81,846 million a year earlier (Office des Changes, provisional). source
- Morocco's instant transfer platform (PCVI) processed 16.3 million transfers worth MAD 61.7 billion in 2024, and 22.5 million worth MAD 82.9 billion since its launch on 1 June 2023 (Bank Al-Maghrib). source
- Sending EUR 140 from France to Morocco cost 7.39% on average in Q3 2025 (average fee EUR 8.48, exchange rate margin 1.33%), the latest quarter published on the World Bank's Remittance Prices Worldwide. source
- At the end of 2025 Bank Al-Maghrib supervised 95 credit institutions and similar bodies, including 19 conventional banks, 5 participative banks and 20 licensed payment institutions such as Wafa Cash and Cash Plus; payment institutions ran 34,337 points of service and 16.35 million payment accounts were open. source
Licensing: who can pay out in Morocco
- Under Law No. 103-12 on credit institutions, payment institutions are those offering the payment services defined in Article 16, and Bank Al-Maghrib keeps the list of licensed institutions, published in the Bulletin officiel (Articles 15 and 48). source
- Bank Al-Maghrib Circular 2/W/2024 (20 December 2024) caps money transfers by payment institutions at MAD 80,000 per operation and per beneficiary and requires them to notify foreign correspondents of the cap; it does not apply to transfers received from abroad that are sent from and received into a bank or payment account. source
- The Office des Changes' Instruction Générale des Opérations de Change 2026, in force from 1 January 2026, treats money transfer bodies established abroad as foreign correspondents and lets Moroccan banks open convertible dirham accounts in their names. source
- The Office des Changes states that transactions made through virtual currencies breach exchange regulation and can be sanctioned, and that financial transactions with other countries must go through approved intermediaries in foreign currencies quoted by Bank Al-Maghrib. source
- The government's pre-draft crypto-assets law (avant-projet de loi 42-25), published by the Secretariat General of the Government, would license crypto-asset service providers under the AMMC and require prior Bank Al-Maghrib authorisation for any issue or public offer of asset-referenced tokens (stablecoins); it would take effect only on publication in the Bulletin officiel. source

Funding and prefunding MAD payouts
- Convertible dirham accounts of foreign correspondents cannot go into debit, but banks can grant them 'découverts de courrier' of up to J+2 business days against documented foreign currency transfers sent from abroad, to avoid delays in executing payment orders. source
- Instant transfers are capped at MAD 20,000 each, giving an average of MAD 3,780 per transfer in 2024, while standard SIMT transfers are capped at MAD 10 million each. source
- Bank Al-Maghrib's interbank reference rate is built from market makers' trades on the electronic platform between 08:30 and 15:30, so dirham conversion follows the Moroccan trading day; BAM also updates the USD/MAD band before each foreign currency auction session it organises and when international exchange rates move significantly. source
