Launching payments in Chile: the stack
Paying out in Chile means sending a Transferencia Electronica de Fondos (TEF) to a local bank account, which the CCA clearing house processes 7x24 with credit to the beneficiary in under two seconds on average and settles between banks in the Banco Central de Chile's LBTR system. Chile receives little remittance money (US$100 million of personal remittances in 2025 against US$691 million paid out, World Bank), and providers such as dLocal, EBANX, Nium, Thunes, Afex and Fintoc pay out CLP to local accounts, with FX done in the Mercado Cambiario Formal and referenced to the Banco Central's dolar observado.

Licensing: who can pay out in Chile
- The Banco Central de Chile's Compendio de Normas de Cambios Internacionales (CNCI) sets the rules for entities in the Mercado Cambiario Formal (MCF), including non-bank entities, and requires certain international FX operations to be reported to the Banco Central and/or carried out only in the MCF. source
- The Banco Central publishes the list of persons and entities authorised to form part of the MCF (Reglamento Operativo I.2), which names non-bank entities such as Afex Agentes de Valores Ltda. and securities brokers including Larrain Vial and BTG Pactual Chile. source
- Chile's Fintec law creates the Sistema de Finanzas Abiertas and regulates seven technology-based financial services, whose providers must register in the Registro de Prestadores de Servicios Financieros (RPSF) kept by the Comision para el Mercado Financiero (CMF). source
- CCA has operated as a low-value payments clearing house (CPBV) under chapter III.H.6 of the Banco Central's Compendio de Normas Financieras since 2024; only banks are direct participants today, and indirect participants include payment card issuers and operators. source
- On 27 June 2025 the CMF authorised Mastercard Administradora Chile S.A. and Visa Chile Sociedad Administradora de Camara de Compensacion de Pagos de Bajo Valor S.A. to start operating low-value payment clearing houses (CPBV) for card payments, joining the CPBV run by CCA, authorised in 2024 for electronic funds transfers. source
