Launching payments in Haiti: the stack
Paying out in Haiti means going through a bank, a maison de transfert or an electronic payment provider authorised by the Banque de la République d'Haïti (BRH), and under BRH Circular 114-3 transfers paid at service points or onto payment instruments are paid in gourdes at a rate between the BRH reference rate and its average with the banks' average acquisition rate, while transfers can also be credited to beneficiaries' US dollar savings accounts. Cross-border senders fund their Haitian agents in US dollars and typically pay out through mobile wallets such as MonCash and NatCash, maisons de transfert such as CAM Transfer, Sogexpress and Unitransfer, and direct-to-account services at banks such as Sogebank.

Licensing: who can pay out in Haiti
- Banks and maisons de transfert pay international transfers under BRH Circular 114-3, issued under the decree of 5 June 2020 amending the decree of 6 July 1989 on maisons de transfert; it took effect on 5 September 2022 and replaced Circular 114-2 of 18 September 2020. source
- Under Circular 114-3, banks and maisons de transfert must pay international transfers in gourdes at all service points (branch, agency, office, kiosk) or onto a payment instrument, at a rate no lower than the BRH reference rate and no higher than the average of the reference rate and the average acquisition rate; transfers can also be credited to beneficiaries' US dollar savings accounts. source
- BRH Circular 121 requires any company providing electronic payment services to obtain prior BRH authorisation or non-objection and register as a Fournisseur de Services de Paiement électronique (FSP); the BRH lists HaitiPay, NATCOM (NatCash), Sogebank (MAGO), Unigestion Holding (MonCash) and Kiskeya Technologies Group (KashPaw). source
- Banks and maisons de transfert must make their sub-agents apply Circular 114-3, set a daily payment capacity for each sub-agent, report offending sub-agents to the BRH quarterly, and inform the BRH of a contract termination within three business days; filing the quarterly service-point report late costs HTG 50,000 per day. source

Funding and prefunding HTG payouts
- Transfer operators abroad must remit the funds received from senders in US dollars to their authorised agents in Haiti (banks and maisons de transfert) or to their Haitian subsidiaries, so prefunding is in USD. source
- The BRH publishes the reference rate and the average acquisition rate daily; on 24 October 2026 they were 130.7080 and 131.4420 gourdes per dollar. source
- Banks and maisons de transfert reimburse their sub-agents for transfers paid 70% in gourdes and 30% in US dollars, and sub-agents must sell that 30% only to an authorised exchange intermediary. source
- BRH Circular 98 of 20 May 2011 sets a US$1.50 fee on each international transfer, sent or received, collected by banks and maisons de transfert, billed monthly and payable before the 10th of each month; it does not apply to transfers banks make for their own account. source
- Since 1 January 2026 the United States has charged a 1% tax on remittance transfers, as the Electronic Fund Transfer Act defines them (transfers that consumers send to recipients abroad), when the sender pays the provider in cash, by money order, by cashier's check or with a similar physical instrument; transfers funded from an account at a US financial institution or with a US-issued debit or credit card are exempt. The sender owes the tax, and the provider collects it and remits it quarterly. source
