Launching payments in Ethiopia: the stack
Paying out in Ethiopia means working through an NBE-approved Representative (a bank, telecom, payment system operator or payment instrument issuer) that pays beneficiaries in birr, or in foreign currency into a foreign currency account, within 24 hours, and only after the international remittance provider has prefunded its correspondent account unless it operates in 50 or more countries. Cross-border payment companies typically get listed on the NBE's licensed money transfer agency list, partner with a bank such as Commercial Bank of Ethiopia or Dashen Bank, reach telebirr and M-PESA wallets through partners such as TerraPay, Thunes, dLocal or Chapa, and convert at freely negotiated bank rates under the market-based regime in place since July 2024.

The Ethiopia market
- Ethiopia received US$7.14 billion in personal remittances in 2024, equal to 4.77% of GDP (World Bank data, last updated 8 October 2026). source
- The National Bank of Ethiopia reports that private remittance inflows rose 13 percent in fiscal year 2024/25, the first full year of the market-based exchange rate. source
- Sending US$200 from the United States to Ethiopia cost 3.14% on average in Q3 2025 (World Bank Remittance Prices Worldwide). source
- EthSwitch, the national switch owned by Ethiopia's banks together with the NBE, officially launched the National Instant Payment System at the Ethiopia Digital Payment Conference in December 2025; EthSwitch connects 32 banks, 12 microfinance institutions, three payment system operators and three payment instrument issuers. source
- The NBE describes the Ethiopia Instant Payment System as an interoperable, real-time retail system operating 24/7 for account-to-account transfers between customers of different providers. source

Licensing: who can pay out in Ethiopia
- Only Authorized Representatives in Ethiopia (banks, the Ethiopian Postal Service, telecom companies, payment system operators, payment instrument issuers and other entities approved by the NBE) can pay out international remittances, and only after the NBE approves their remittance service agreement with an International Remittance Service Provider (IRSP). source
- Under Foreign Exchange Directive FXD/01/2024, Representatives contract only with licensed IRSPs, agreements run for at most four years, cannot be exclusive and cannot be renewed without NBE consent, non-bank Representatives must use a partner bank's correspondent account, and the Representative's own fee on a remittance cannot exceed 1% of the amount transferred. source
- The NBE's list of licensed money remittance transfer agencies (as of 16 September 2026) names more than 80 operators, including Remitly, Western Union, MoneyGram, WorldRemit, Taptap Send, Nala, Afriex, Terra Payment Service (UK) and Transfer to Mobile Financial Service (Thunes). source
- The NBE licenses non-bank payment instrument issuers, including telebirr (licence NPS PII/01/2021), Kacha, Safaricom Ethiopia's M-PESA (May 2023) and Yaya, and payment system operators such as EthSwitch, Chapa, Santim Pay and pawaPay. source
- On 27 February 2026 the NBE stated that birr-paired peer-to-peer arrangements on trading platforms are not permitted unless it explicitly authorises them, and that birr-denominated peer-to-peer trading or exchange involving cryptocurrencies is prohibited. source

Funding and prefunding ETB payouts
- A Representative pays a beneficiary only once the IRSP has credited enough foreign currency in advance to its correspondent account. IRSPs that show they operate in 50 or more countries can instead settle within 24 hours, and if they miss that without good cause the Representative stops next-day payments and reports to the NBE. source
- Representatives must pay beneficiaries within 24 hours, in birr at the prevailing exchange rate, or in foreign currency where the beneficiary holds a foreign currency account. source
- Since 29 July 2024 banks set exchange rates freely, the NBE intervenes only in disorderly conditions, and surrender requirements to the NBE have ended; capital account outflows remain restricted. source
- Under FXD/04/2026, effective 12 February 2026, banks can apply forward exchange rates alongside spot rates, and resident Ethiopians can send up to US$3,000 abroad for family support. source
- EATS runs ten hours a day, six days a week, so large-value birr settlement stops on Sundays, while EIPS instant transfers run 24/7. source

Launch checklist
- Plan: launch volume, the prefund sized to your runway target including weekends and holidays, the contracting entity and the funding route.
- Open accounts: shortlist payout partners and a local banking route from the layers above, and prepare the onboarding pack.
- Set up: read access to every new balance, a runway target with alerts, and the corridor in your daily reports.

Polynopsis turns this into one plan with named approvals, then shows every Ethiopia partner, bank and wallet in one live position. See how a corridor launch works.
Frequently asked questions
Who can pay out remittances in Ethiopia?
Only NBE-approved Representatives: banks, the Ethiopian Postal Service, telecom companies, payment system operators and payment instrument issuers, each with an NBE-approved agreement with a licensed international remittance provider.
Does a sender have to prefund?
Yes, by default. FXD/01/2024 lets a Representative pay only after the provider has credited foreign currency to its correspondent account in advance; providers operating in 50 or more countries can settle within 24 hours instead.
Can an Ethiopian beneficiary be paid in dollars?
Only into a foreign currency account. Otherwise the beneficiary is paid in birr at the prevailing exchange rate, within 24 hours.
How is the birr exchange rate set?
Since July 2024 banks buy and sell foreign currency at freely negotiated rates. The NBE publishes an Indicative Daily Exchange Rate as a reference and holds periodic FX auctions.
Can stablecoins be used to pay out in Ethiopia?
No licensed route exists. In February 2026 the NBE stated that birr-paired peer-to-peer arrangements on trading platforms are not permitted without its explicit authorisation, and that birr-denominated peer-to-peer crypto trading is prohibited.
When do Ethiopian rails run?
EIPS instant payments run 24/7. EATS, the RTGS, runs ten hours a day, six days a week including Saturdays.
