Launching payments in Rwanda: the stack
Paying out in Rwanda means delivering Rwandan francs to bank accounts or MTN and Airtel mobile money wallets, because the franc is the sole legal tender for domestic payments and only BNR-licensed intermediaries can carry out foreign exchange business. Cross-border payment companies typically use a BNR-licensed money remittance provider or a payout network such as dLocal, Flutterwave, TerraPay or Mukuru, a local bank such as Equity Bank Rwanda for settlement, and Smile ID for ID document verification.

- The Rwandan franc depreciated 4.40% against the US dollar in 2025, after 9.42% in 2024, which the BNR attributes to a better current account, FX market reforms and a weaker dollar. source

Licensing: who can pay out in Rwanda
- Under Regulation No 74/2023 governing payment service providers, the BNR licenses four categories; Category III, money remittance service provider, needs minimum initial capital of FRW 30 million, a one-time FRW 1 million licence fee and insurance covering at least FRW 100 million of funds held in vaults. source
- Only licensed intermediaries can carry out foreign exchange business, all domestic obligations are expressed and settled in Rwandan francs, and non-licensed persons must apply to the BNR to transact in foreign currency (Regulation No 42/2022, Articles 3 and 4). source
- Regulation No 89/2025 of 23 May 2025 amends the FX regulation to permit payment in foreign currency for goods or services exported or imported, and tightens sanctions for unauthorised foreign currency pricing and transactions; the BNR's 2024/25 annual report also cites a directive governing foreign currency transactions. source
- Law No 023/2026 regulating virtual asset business was published on 28 May 2026 and makes the Capital Market Authority the regulator and licensing body for virtual asset service providers. source

Funding and prefunding RWF payouts
- Foreign currency received by authorised non-licensed persons must be credited to a foreign currency account, sold to a licensed intermediary or used to settle external payments, and domestic obligations settle in Rwandan francs, so wallet payouts are made in RWF while bank beneficiaries can also receive into a foreign currency account. source
- Payout networks such as dLocal accept funding in RWF or USD but always pay the beneficiary in Rwandan francs, so the sender carries franc conversion at the point of payout. source
- The IMF's 2025 Article IV report says that since end-July 2025 the official rate has been the simple average of the previous day's market buying and selling rates, and that this has increased exchange rate volatility. source
- The franc fell 4.40% against the US dollar in 2025 and 17.77% against the euro, which affects the value of any RWF float held for payouts. source
