Launching payments in Senegal: the stack
Paying out in Senegal means delivering CFA francs, pegged at 655.957 per euro, to bank accounts or to Wave, Orange Money and other e-money wallets, with every transfer from abroad routed through the BCEAO, the postal administration, an authorised intermediary bank or a licensed exchange office under the UEMOA foreign financial relations regulation. Cross-border payment companies typically pair a payout network such as TerraPay, dLocal or Flutterwave with a BCEAO-licensed e-money issuer and a local bank partner such as UBA Senegal, and use PI-SPI, the BCEAO's 24/7 instant payment platform, for interoperable domestic delivery.

Funding and prefunding XOF payouts
- The CFA franc is fixed at 655.957 per euro, so euro funding carries no exchange rate movement against the payout currency, while US dollar and other funding moves with market rates. source
- Residents must cede to an authorised intermediary all foreign currency income collected outside UEMOA or paid by a non-resident, and foreign currency held in UEMOA must be ceded or deposited with an authorised intermediary or the BCEAO (Regulation No 06/2024, Article 5). source
- Opening CFA franc or foreign currency accounts for non-residents at an authorised intermediary needs prior BCEAO authorisation (Article 6), which governs where a foreign sender can hold a local prefunding balance. source
- From 2 November 2026 interoperable e-money transactions in UEMOA must run through PI-SPI. For transfers between individuals, receiving is free, domestic sends up to a cumulative FCFA 8,000 a day per user and per participant are free, and larger sends can carry fees of 0% to 0.8% of the amount before tax; the same terms apply to cross-border UEMOA transfers from 1 June 2027. source
- STAR-UEMOA exchanges run from 08:00 to 17:20 UTC, so large-value settlement follows the BCEAO business day, while PI-SPI runs 24/7. source
